Quatt ISDE subsidy change · effective 1 January 2027

What the new ISDE means for Quatt — and our competitors

The ISDE subsidy per heat pump drops sharply in 2027: the per-kW amount falls from €225 to €120, the A+++ bonus rises from €200 to €250. This hits hybrid heat pumps hardest — exactly Quatt's core product. Below: the impact per model versus DeWarmte, Remeha and WeHeat, with retail prices and whether the 30% target holds.

The formula

How the subsidy amount is built up

For an air-to-water heat pump of 1–70 kW (label A++ or higher):

2026 (now)

€1,025 base + €225/kW + €200 A+++ bonus

Second heat pump in the same home (Duo): per-kW amount only, no base or bonus.

2027 (new)

€1,025 base + €120/kW + €250 A+++ bonus

The per-kW amount nearly halves — so high-power units and Duos lose the most.

Where does the cut come from?

From RVO's annual cost-price analysis, backed by the report “Onderzoek subsidiebedragen ISDE warmtepompen vanaf 2026” (De WarmteTransitieMakers, for the ministry, Oct 2024). The goal: subsidy covers on average ~30% of the investment cost. The flat per-kW rate over-subsidises hybrids (cheaper than all-electric) — so Quatt's core category is pulled back toward 30%.

⚠ R32 (GWP 675) — excluded from the ISDE from 1 Jan 2028 (mono-block ≤50 kW / split ≤12 kW). Quatt's current product (AMH6/AMH6-2) is R290 and stays eligible; only the phased-out legacy Hybrid 6kW is R32. Remeha Elga Ace and DeWarmte Pomp AO lose their ISDE in 2028 unless they switch to propane.

What the customer pays if the subsidy drop is fully passed on

Assumption: the gross price (incl. VAT + basic installation) stays flat, so the customer absorbs the full subsidy drop. Net = gross − subsidy. Gross prices are indicative (sources below) — adjust them via Edit mode.

The Quatt Duo takes the biggest relative hit: net +35% (€4,750 → €6,420), because the second-unit subsidy nearly halves. All-electric (WeHeat) rises the least in relative terms — its starting price is far higher.

The green line is the policy target: subsidy covers ~30% of the investment. Hybrids sat well above it and land neatly on ~30% in 2027. All-electric was already on target and now drops below it.

The verdict

Does the 30% target hold? Yes for hybrid — but it penalises all-electric

The flat per-kW cut fixes the over-subsidisation of hybrids but over-corrects all-electric. That's exactly the problem the WarmteTransitieMakers report named: one per-kW rate can't serve both hybrid and all-electric well.

HYBRID — RIGHTLY CORRECTED
37–49% → ~30%

Quatt, DeWarmte and Remeha Elga Ace sat well above target. In 2027 they land at ~27–32%. Sound policy — but it costs Quatt €685–1,670 per system.

ALL-ELECTRIC — OVER-CORRECTED
29% → 21%

WeHeat was already on target. The same per-kW cut pushes all-electric well below 30%. For the pricier all-electric transition, the flat cut backfires.

THE GAP THAT REMAINS
No split

The 2027 amendment still makes no hybrid vs all-electric distinction — the report's recommendation wasn't adopted. Expect further changes in later rounds.

What this means for us

1 · Standardise on AMH6 (7 kW)

Under 2027 rules the 7 kW AMH6 keeps the A+++ bonus (€2,115) and beats the 8 kW AMH6-2 (€1,985). Going back to AMH6 as the main SKU is worth €130/system — and verify AMH6-2's energy label.

2 · R290 is a subsidy advantage

From 2028 R32 competitors (Remeha Elga Ace, DeWarmte Pomp AO) drop out of the ISDE. Quatt's propane choice becomes a hard subsidy differentiator, not just a marketing point.

3 · Duo economics under pressure

The Duo customer pays net +35%. Revisit the Duo proposition and price, or lean on the non-subsidy arguments (double power, longer lifetime, fast HeatBattery charging).

4 · File a consultation response (deadline 21 Aug)

The consultation explicitly asks about the smart-heat-pump requirement. A response backing the dynamic-tariff variant (which Quatt already does) steers the standard toward Quatt's architecture.
